Radioactive Iodine from Fukushima Found in California Kelp

LONG BEACH, Calif. ? Kelp off Southern California was contaminated with short-lived radioisotopes a month after Japan?s Fukushima accident, a sign that the spilled radiation reached the state?s urban coastline, according to a new scientific study.

Scientists from California State University, Long Beach tested giant kelp collected in the ocean off Orange County and other locations after the March, 2011 accident, and detected radioactive iodine, which was released from the damaged nuclear reactor.

The largest concentration was about 250-fold higher than levels found in kelp before the accident.

?Basically we saw it in all the California kelp blades we sampled,? said Steven Manley, a Cal State Long Beach biology professor who specializes in kelp.

The radioactivity had no known effects on the giant kelp, or on fish and other marine life, and it was undetectable a month later.

Iodine 131 ?has an eight-day half life so it?s pretty much all gone,? Manley said. ?But this shows what happens half a world away does effect what happens here. I don?t think these levels are harmful but it?s better if we don?t have it at all.?

A year ago, Manley watched coverage of the tsunami and Fukushima accident and wondered what impact it might have on California?s marine life, particularly his favorite subject matter ? kelp.

Spread in large, dense, brown forests across the ocean off California, Macrocystis pyrifera, known as giant kelp, is the largest of all algae and grows faster than virtually any other life on Earth. It accumulates iodine so Manley realized it would be a useful dosimeter to check how far radioactive material spreads.

??Kelp forests are some of the most productive ecosystems on Earth,? he said. ?I thought this would be an opportunity because one thing about macrocystis is it has a large surface canopy,? which means it is continually exposed to the air ? and whatever contaminants are in it.

In addition, giant kelp concentrates radioactive iodine 10,000-fold ? for every one molecule in the water there would be 10,000 in its tissues.
Kelp was collected at three sites off Orange County, as well as Palos Verdes Peninsula in Los Angeles County, Santa Barbara, Pacific Grove and Santa Cruz. The highest concentration of iodine 131 was found in the kelp off Corona del Mar, which receives runoff from a large portion of Orange County. Its kelp was collected on April 15 of last year and tested five days later.

The level of radioactive iodine found there ? 2.5 becquerel per gram of dry weight -- was ?well above? levels sampled in kelps prior to the Fukushima release, according to the paper, published online earlier this month in the journal Environmental Science & Technology.

It was about 250 times higher than the concentration found in giant kelp off British Columbia before Fukushima.

When kelp from the same California sites was re-sampled a month later, in May of 2011, it contained no detectable amounts of radioactive iodine.

The scientists estimated that the entire kelp tissue on the surface at Corona del Mar contained about one millicurie.

?In terms of overall exposure to the kelp bed itself, it?s not a huge amount,? said Manley.
It would not have harmed the kelp, a species that grows from northern Baja to southeast Alaska, he said.

Some radioactive material probably accumulated in fish that eat the kelp ? opaleye, halfmoon and senorita.

?If they were feeding on it, they definitely got dosed. We just don?t know if it was harmful. It?s probably not good for them. But no one knows,? Manley said. ?In the marine environment it was significant, but probably not harmful at the levels we detected it, except it may have affected certain fish?s thyroid systems, the ones that fed on the kelp.?

Arizona Contraception Bill: State Senate Defeats Measure Amid Privacy Concerns

PHOENIX -- The Arizona Senate narrowly rejected a bill to allow more employers to drop health insurance coverage for birth control amid concerns that the proposal jeopardized women's care and privacy.

Supporters had changed the bill ahead of the vote Wednesday in an attempt to provide assurances that a woman wouldn't have to explain to her employer why she wants contraceptives.

The amended provisions were a response to criticism that the proposal could force women to divulge private health matters to employers, an interpretation that supporters of the bill disputed.

Under the bill, employers could cite religious and moral objections and be allowed to drop coverage for birth control.

Arizona now allows only religious nonprofits to opt out of the state law requiring coverage of contraceptive care.

The vote Wednesday was a 17-13. Nine Democrats and eight Republicans voted against the bill ? though one Republican did that so she can ask for another vote on the bill sometime in the future ? while Republicans provided all 13 votes in favor.

"I'm all for religious freedom. I'm for all kinds of freedom," but not at the expense of others, said Sen. Jerry Lewis, a Mesa Republican who voted against the bill.

The Republican-sponsored bill is supported by social conservatives and Roman Catholic bishops who say it protects the religious freedom of all employers by allowing them to use the opt-out privilege now extended only to religious entities.

Sen. Nancy Barto, a supporter who changed her vote to no to allow her to ask for another vote, said the bill is needed to provide "a safe haven" to employers.

"Our religious freedoms are under serious attacks and health care is just the latest venue for that attack," said Barto, R-Scottsdale.

Under the bill, employers' health plans still would have to cover contraception for purposes other than birth control, and some of the debate about the bill centered on how that would work.

The bill would allow a health plan of an employer opting out of contraception for birth control to require that workers submit evidence that contraception is for other purposes.

Critics said that could force female workers to submit private health information to their employers and open the door to discrimination based on contraception use.

Supporters denied that and said the information would go only to health plans or insurers, not to employers.

However, they changed multiple parts of the bill to specify that employers wouldn't be authorized to receive the information and that federal health privacy protections must be honored.

Democratic legislators participating in a small Planned Parenthood rally at the Capitol said the contraception bill is part of a Republican "war on women."

"I don't care what they believe ? just don't tell me and my friends and my family to believe the same thing," said Sen. Linda Lopez, D-Tucson.

The Republican-led Legislature also is considering anti-abortion legislation as well as a bill to prohibit funding for Planned Parenthood for non-abortion services.

In this 3-part series, three undergraduate Wharton students reflect on?their lessons from the U.S. Naval Academy?s Leadership Conference in February 2012.? Students from over 20 different schools, military and civilian, gathered in Annapolis, MD for three days of leadership development workshops and experiences.

?Part 1: Janani Ramachandran, W?11

What is the definition of success? Prior to attending the United States Naval Academy Conference I would have said a variety of things: getting good grades, having close friends, or landing the ?perfect? job. I wanted to accumulate titles and achievements to prove to others that I was smart and capable.? When things didn?t go as planned, I handled it with frustration and a little self-pity, wondering why I needed to suffer through obstacles on my path to success.

?

Through the three day conference, I listened to a variety of military and civilian leaders who helped me understand visionary leadership through anecdotes and advice. The most meaningful take-away I took from the conference began from a small quote which fundamentally changed my definition of success. In a very heartfelt speech, General Mattis said ?the only thing you can control is how you react to things.? This seemingly obvious statement was simple, but extremely powerful. Thinking about it was liberating; I realized that obstacles were natural and uncontrollable, and in this understanding came the ability to let go of my desire to control my surroundings. Simultaneously, his statement was empowering. Itmade me realize that even if I couldn?t control my surroundings that I would always have control of my reactions.? I can choose whether I feel sad about something or use it as ammunition (the way Southwest CEO Howard Putnam used a man?s condescension as fuel for his success).I can choose whether to wallow in self-pity or to embrace challenges and move forward. I realized through General Mattis?s speech that the true success is simply the sum of my reactions.

Since getting back to campus, I have had time to reflect on my experience at the USNA conference and even in this short time, my understanding of success has changed. I know now that success isn?t the end goal?it?s not the number of trophies you have on your mantle, the number of things you can brag about, or the number of friends you can brag to?but rather, it is a mindset. It is the process of getting to your goal, and what happens after you get there.

It is the self-certainty and self-confidence that every action you take is aligned with your values coupled with the knowledge that you are giving your all for a higher and unselfish purpose. Prior to attending the conference, I did want to do good for the community but my primary focus was self-improvement. I gauged my experiences and my success purely on myself?what did I do? How did I feel? How would people think of me? What would my legacy be? But after spending three days with a group of people, many of whom are devoting all of their effort, and their lives, to their nation- I realized the immense satisfaction that one gets from bettering those around them, their community or their organizations. I am refocusing my definition of success from a far-away goal to an everyday experience and from a pursuit of self-improvement to a pursuit of the improvement of a greater cause.? I believe I am becoming a stronger leader and a better citizen as a result.

LONDON (AP) ? Bolton midfielder Fabrice Muamba was critically ill in a hospital's heart attack unit on Saturday night after collapsing during an FA Cup quarterfinal at Tottenham.

Muamba fell face-down to the field near the midfield line without any players near him.

Medics rushed onto the field with a defibrillator and treated the 23-year-old, pumping his chest for around six minutes of treatment before he was rushed to hospital.

Bolton Manager Owen Coyle and striker Kevin Davies accompanied Muamba to hospital and Coyle later gave an update to Sky News saying, "Fabrice is critically ill. The next 24 hours are going to be absolutely crucial."

"We've obviously been inundated with people wishing him well and we hope that if everybody can pray strongly tonight that Fabrice is able to recover," Coyle said. "It's very serious. There's not getting away from that. He's critically ill and God willing he makes it through."

Earlier, Bolton had released a club statement which said: "Fabrice Muamba has been admitted to the heart attack center at London Chest Hospital where he is currently in a critically ill condition in intensive care."

When Muamba collapsed in the 41st minute, Bolton manager Owen Coyle shouted from the sideline: "He's just collapsed."

Tottenham players William Gallas and Louis Saha along with referee Howard Webb immediately called for medical support as the game was stopped and live television coverage turned away from Muamba.

Some distressed players appeared to be praying and tearful as fans chanted Muamba's name between periods of complete silence at White Hart Lane.

Muamba was carried off on a stretcher with an oxygen mask and with his chest still being pumped as the crowd applauded. All the players also left the field before Webb abandoned the match.

Coyle and forward Kevin Davies accompanied Muamba to a hospital, while the rest of the Bolton team returned to northwest England by train.

Former Arsenal teammate Johan Djourou wrote on Twitter that he had visited Muamba on Saturday night.

"Just left the hospital," he said. "Love you so much man! Keep fighting. Everybody please pray for him he's an amazing man and friend."

Tottenham striker Jermain Defoe, who played in Saturday's match, tweeted: "God willing he will pull through."

Muamba's Bolton teammate Stuart Holden, who was watching the game on television, tweeted: "Praying for you Fab."

"The guy is a fighter on and off the field. We love you bro," he added. "Waiting anxiously for updates from teammates."

Muamba was born in what was then called Zaire on April 6, 1988. His father left the country for England because of political turmoil and his son joined him in 1999.

"This is my adopted country," Fabrice Muamba said last year. "People have helped me, welcomed me with open arms and given me this opportunity. I'm earning a more than decent living and leading a comfortable life. I'm very appreciative of that."

The path to a professional soccer career started when he joined Arsenal's youth academy in 2002.

He made his debut at age 17 on Oct. 25, 2005, in the League Cup at Sunderland, and was loaned to Birmingham in the League Championship the following season. The loan was made permanent in May 2007, and he made his Premier League debut for Birmingham in 2007-08 before joining Bolton in June 2008.

"I seriously hope my best friend in football is OK. Stay strong bro please please stay strong," said Middlesbrough defender Justin Hoyte, who came through the Arsenal youth team with Muamba.

Muamba, a father of one, has been part of England's youth team system and was a member of its team at last year's European Under-21 Championship, where he came on as a substitute against Ukraine and started against the Czech Republic.

"I would like to send our thoughts and prayers to Fabrice Muamba and his family this evening," FA Chairman David Bernstein said. "Fabrice has played 33 times for England Under-21s, captaining Stuart Pearce's side during this time and is a player, and more importantly, a person we care greatly for. We are in contact with Bolton Wanderers over Fabrice's condition and are awaiting updates."

Premier League Chief Executive Richard Scudamore hailed Muamba as a "wonderful ambassador for the English game."

"We would like to praise the players, match officials, coaching staff and medical teams of both clubs at White Hart Lane for their swift actions in attending Fabrice," Scudamore said. "The league would also like to commend the compassion shown by the fans of Bolton Wanderers and Tottenham Hotspur."

There was an outpouring of support around the world for Muamba online and on fields.

After scoring in a 5-0 win over Fiorentina in Italy's Serie A on Saturday evening, Juventus midfielder Andrea Pirlo dedicated the goal to Muamba.

"I want to lend support to a colleague who's not well," Pirlo told Italy's Sky TV.

Welcome to our monthly guest blogger, Debby Harris, who explains the Scottish version of Plotters and Pantsers.

When it comes to working methods, what kind of a writer are you?

Broadly speaking, writers fall into one of two basic categories.? On the one hand, there are the Map-makers.? On the other, there are the Trail-blazers.

Map-maker Method:

The Map-Maker Method is a highly disciplined way of writing. A Map-maker does a lot of thinking up front: you plot the central story arc from start to finish.? At the same time you assemble a body of support material:? character profiles, narrative timelines, maps, etc., so that when you finally sit down to write, you know how the story is going to end.

Using the Map-maker Method has the following advantages:

• Working the bugs out of the plot in advance helps you avoid plot-holes and narrative inconsistencies during the writing process.?
  
• Having a comprehensive overview of the story enables you to recognise and exploit opportunities to play with foreshadowing, build suspense, and highlight important themes.?
  
• Knowing where the story is going and how it?s going to end helps you keep the book on track.? I.e., the Map-maker finds it relatively easy to avoid including gratuitous sub-plots.

But there are also liabilities:

• Map-makers tend to be slow, careful writers.? They can get hung up on revising a single chapter for weeks when they would be better served forging ahead and damn the torpedoes.
  
• Having produced a narrative blueprint, they?re often reluctant to alter it in favor of any interesting possibilities that may come up during the writing process.?
  
• In the worst cases, a Map-maker can get so caught up in deep structure that it becomes an end in itself.?

The Trail-blazer Approach:

The Trail-blazer Approach, by contrast, is intuitive rather than analytical. You take the seed of a story?a plot concept, a central character, an intriguing opening scene, whatever fires your imagination?and simply start writing, the aim being to let the story unfold and develop organically.?

These are the advantages to using the Trail-blazer Approach:

• By not imposing too strict a structure on the story from the outset, you?re free to welcome new ideas as they present themselves.?
  
• By not ascribing to anyone?s rules but your own, you leave yourself free to experiment with different writing techniques. This can help you develop your own distinctive narrative voice.
  
• Best of all (especially in the case of novice writers), the Trail-blazer Approach lends itself readily to generating text, and completing a first draft.? Completing a first draft is the essential goal on which everything else depends.

There are also corresponding liabilities:

• The Trail-blazer approach offers no built-in safeguards against the unchecked proliferation of sub-plots. Too many sub-plots can wreak havoc with your narrative continuity and give you galaxy-class migraines when you try to tie them up.
  
• If you?re using the Trail-blazer Approach, characters, incidents, and situations are going to crop up at intervals during the writing process that you didn?t foresee when you started writing. This forces you? to interrupt the narrative flow to explain how/why this element is relevant, which makes for clumsy exposition.? It?s no big deal when you?re working on your first draft, but if you don?t go back and disguise the info-dumps, you might as well be smacking your reader in the face with a newly-landed flounder.?
  
• The Trail-blazer Approach doesn?t lend itself to pre-emptive trouble-shooting.? If you prefer to use the Trail-blazer Approach,? you may find you?ve got a substantial amount of work to do during the revision process to rationalise your setting, plot, characters, and themes.

Although I?ve treated these two methods as if they were mutually exclusive, most writers utilize aspects of both. This is because both approaches are equally valid in their own way. That said, if you can recognize and understand your prevailing tendencies, you can save yourself a lot of time and trouble in the long run.

Some states saw spike in foreclosures in February

LOS ANGELES (AP) ? Foreclosure activity surged last month across about half of the nation's states, as banks tackled a backlog of homes with mortgages that had gone unpaid yet remained in limbo due to delays stemming from foreclosure-abuse claims.

The increase occurred across 26 states where the courts supervise the foreclosure process. In contrast, the 24 states where the courts do not play a role in the process saw activity decline in February, foreclosure listing firm RealtyTrac Inc. said Thursday.

While uneven, the pace of foreclosures is accelerating following a $25 billion settlement reached last month between the nation's biggest mortgage lenders and state officials. The settlement was over the industry's alleged foreclosure abuses.

Major banks temporarily put foreclosures on hold in the fall of 2010 after claims surfaced that lenders and mortgage servicers were processing foreclosures without verifying documents. As a result, many homes that would have normally ended up foreclosed were left in a procedural limbo, particularly in states where courts play a role in the process.

But that logjam has begun to ease, and banks are moving to sort out their roster of problem mortgages.

"We're not just seeing an increase in properties starting the foreclosure process, as we have in previous months, but we're starting to see dramatic increases in properties completing the foreclosure process in many of those judicial foreclosure states," said Daren Blomquist, a vice president at RealtyTrac.

That means potentially more foreclosed homes hitting the market this year that could drag down the value of neighboring homes.

Among states with a judicial foreclosure process, foreclosure activity rose 2 percent last month from January, and climbed 24 percent from February last year, the firm said.

Foreclosure activity across states without a court-supervised process fell 5 percent in February from the previous month and declined 23 percent from a year earlier.

RealtyTrac bases foreclosure activity on filings that signal when a home is in some stage of the foreclosure process: an initial default notice, a scheduled home auction or a home repossession, which is when a property goes back to the lender.

Overall, U.S. foreclosure activity dipped 2 percent from January and was down 8 percent from February last year.

Taken individually, some states registered far higher increases in foreclosure activity last month.

Default notices, the first step in the foreclosure process, edged up 1 percent nationally last month from January, but fell 7 percent on an annual basis. But several states posted big annual increases, including Hawaii (321 percent), Maryland (157 percent) and Florida (33 percent) ? all three states where courts play a role in foreclosures.

Initial default notices fell sharply in several states, including Nevada (89 percent) and Michigan (72 percent). New York bucked the trend of other judicial states, posting an annual drop of 44 percent in default notices last month.

Banks repossessed 63,834 U.S. homes last month, down 4 percent from January and a decline of 1 percent from February last year, RealtyTrac said.

Once more, the national figures don't tell the whole story, however.

Repossessions skyrocketed in February versus a year earlier in Massachusetts (114 percent), North Carolina (95 percent), Florida (90 percent) and Georgia (76 percent), among other states.

"At the end of the day in 2012, we are going to see an increase in foreclosures nationally from 2011," Blomquist said.

RealtyTrac projects foreclosures will rise 25 percent this year to more than 1 million homes. Last year, lenders took back 804,000 homes.

More than 6 million homeowners were either behind on their mortgage payments or in foreclosure at the end of last year, by some estimates. And about a quarter of all U.S. homeowners, some 11 million, are underwater on their homes, owing more on their mortgages than their homes are worth, according to CoreLogic, a real estate data firm.

At the state level, Nevada continued to post the nation's highest foreclosure rate last month, with one in every 278 households in the state receiving a foreclosure-related filing. That's more than twice the national average.

The US military have unveiled their infamous non-lethal weapon - an electromagnetic beam of fierce heat.

When the Active Denial System (ADS) is activated, it beams a high-frequency electromagnetic ray beam at a target up to one thousand metres (0.6 miles) away.

Mounted on a military vehicle for crowd control, the waves create a heat so uncomfortable the natural response is to flee.

Military leaders and researchers demonstrated the system at the weekend to the media at the US Marine Corps Base Quantico, Virginia.

Several journalists stepped forward to test the heat - which is said to feel like a hot oven - with amusing results.

After the demonstration, AFP Pentagon Correspondent Mathieu Rabechult checked his hair that got a zap of energy when standing in front and taking hit of the ADS.

The ADS prototype was cancelled in 2008 but deployed in Afghanistan two years later.

Ms Tafolla says the system has now advanced and is ready to be rolled out when necessary, although the Pentagon has yet to place an order.

Classed as a ?counter personnel? weapon, it is used ?to deny access into/out of an area to individuals? by firing ?an invisible electromagnetic millimetre-wave energy beam beyond small arms range? from a jeep.
